MAIN DEPARTMENT OF CIVIL SERVICE OF UKRAINE

The institution of the Civil Service of Ukraine was established by the Law of Ukraine “On Civil Service” which came into the force on January 1, 1994. This law regulates public relations covering state activity respecting the creation of legal, organizational, economic and social conditions for Ukrainian citizens to realize their rights for civil service. Further, this law determines the general principles for the activity and status of civil servants.

The Civil Service is a mechanism intended to ensure stability, reliability of the constitutional order and well established, competent and professional state management.

The Main Department for Civil Service of Ukraine (MDCSU) is a central government body established for the drafting and implementation of the policy in the field of civil service and state administration. The Minister of the Cabinet of Ministers of Ukraine coordinates the activity of the MDCSU.

The MDCSU is composed of 8 structural divisions and consists of a staff of 121 civil servants — presently headed by Mr. Tymofiy Motrenko.

The major objectives of the Main Department for Civil Service of Ukraine include:

  • Elaborating and implementing state policy in the sphere of the civil service and the service in the authorities of local self-government together with other state authorities;

  • Providing functional management of the civil service;

  • Forecasting and planning the functional subdivisions of the state service;

  • Elaborating activities aimed at increasing civil service efficiency, coordination and performance management;

  • Systematic control of competitive selection/staffing processes, the attestation of civil servants as well as activities targeted for the prevention of corruption among civil servants;

  • Arranging training, re-training and professional development for civil servants;

  • Ensuring cooperation between central and local executive authorities, on the one hand, and the management of enterprises, organizations, institutions regarding their training, re-training and upgrading of civil servants’ qualifications, on the other;

  • Organizing and coordinating the activities on scientific research in the sphere of the civil service;

  • Contributing to administrative reform;

  • Carrying out functional inspections of central and local executive authorities, and employing these inspections as a basis for analyzing the whole public administration system and subsequently drafting proposals to improve efficiency within the system;

  • Contributing to the control of the observance of the law on civil service and the conditions, determined by the law, under which people can realize their constitutional right for such service executed by other state authorities;

  • Ensuring respect of unified requirements to professional conformity of candidates challenging civil servant positions; and

  • Elaborating standards for professional and qualification characteristics of civil servants positions.

Further to the Law of Ukraine “On service in local authorities” the Main Department for Civil Service of Ukraine is further entrusted with the task of providing consultative and methodological support to services in local self-government bodies.
